there must've been a misunderstanding. it was never a problem that you could remove both the bicycle rack and the garage.
the problem was always that you couldn't re-place them, beause they were not blueprints.
for the bicycle rack the issue persists, even though you made it undeletable, people who've deleted it now need to restart their saves and waste all the effort from the old one.

the solution is simple (and it was even announed even in patch1)
make both bicycle rack and garage removable again and add them as a blueprint that everybody gets access to
