NPCs are sitting on top of each other while on benches -Erizu

when NPCs are sitting on a bench, they are sat on top of one another, sometimes they are clipping through one another. If you interact with them, they will move. I have seen around 10+ NPCs doing this.

Yes, especially at common gathering spots like in the parks or along the river, they'll all pile into the same spot.
