Cant turn in ore to get axe -Jeg

During the it takes a neighborhood quest it keeps telling me to order an axe. I cannot order the axe, i dont know if it is just the cutscene not triggering or what.

You have to click on the "services" tab when in the shop menu at the blacksmith. Took me several trips to figure it out.
