Drone App Tooltip Showing When It's Not Active

When going into the drone app, at first the tooltips did not show up properly.
Quit to Desktop
Re-opened game
Tested Drone App Build Mode
Could See Tooltips
Exited App
Can now see tooltip of the last thing I hovered over in pause menu and various other screens like when the phone is active (pressing F) and in Inventory Manager (Tab)

After I hovered over something in the Inventory Manager and got the item tooltip, the Drone Build Mode tooltips stopped working again. (Wouldn't let me set status when trying to edit the original bug report thus couldn't update the post)
