When buying services at Kazuki's, he does not collect the required materials. I have been able to place an order for smelted goods multiple times (so far bolts, iron rods, and iron sheets). When I close out of the menu, I still have the same amount of iron ore as when I started. I still receive the smelted goods the next day, it just doesn't use any iron ore to order them...
